What therapy costs in Japan
Japan prices insured medical care from a national fee schedule. The Ministry of Health, Labour and Welfare sets it and revises it on a fixed cycle. For someone who needs continuing outpatient psychiatric care there is a second scheme. It reduces the patient's share, and prefectures and designated cities run it. It sits in disability law rather than health insurance.
Every prefecture and designated city also runs a mental health and welfare centre. Consultation there is free and confidential.

Registration and licensing
Japan's state qualification is the Certified Public Psychologist, 公認心理師, created by an Act in 2015. It is a registration. A person passes the national examination, is entered on the register, and receives a certificate. The Act also protects the name.
Nobody unregistered may use the title, or the characters 心理師 in what they call themselves. Other Japanese words for counselling work carry no such protection. Japan publishes no public register anyone can search. So ask whether a practitioner is a 公認心理師, and ask to see the registration certificate.
