What therapy costs in the United Arab Emirates
There is a federal authority, and there are authorities for individual emirates. Dubai licenses health professions under its own executive council decree. Federal Law No. 6 of 2023 governs practice by professionals other than physicians and pharmacists. It applies across the State, free zones included.
Federal Law No. 10 of 2023 governs mental health. Fees at the federal Emirates Health Services facilities are not set by each hospital. Cabinet Resolution No. 14 of 2022 sets them, and it was published in the official gazette.

Who is allowed to practise
In the United Arab Emirates, the health authority where a practitioner works issues their licence. Federal Law No. 6 of 2023 makes practising without one an offence. The Ministry of Health and Prevention is one of these authorities. Dubai and Abu Dhabi have their own.
In Dubai the Health Authority licenses psychologists in named specialisms, such as clinical psychology and neuropsychology. You can look a practitioner up on its Sheryan service. For other psychology titles, including plain psychologist, practitioners apply to Dubai's Community Development Authority. That authority also licenses social workers and social counsellors.
In Abu Dhabi the Department of Health licenses psychologists, counsellors and psychiatrists. A licence from one authority does not cover work under another. The Emirates' unified qualification requirements license psychologist and specialized psychologist, with the speciality named on the licence.
