Thailand licenses its doctors through the Medical Council of Thailand, the national body that oversees every medical practitioner in the country, psychiatrists among them, and holds them to its professional and ethical standards. Its licences are issued as temporary or permanent.
What the council's list confirms is a doctor's medical standing, so it answers for a psychiatrist and not for every therapist title you may meet on a Thai listing. You can check a doctor's licence with the Medical Council of Thailand.
