What therapy costs in Russia
Russia provides free medical care through a programme the government approves. Government Decree No 1940 of 27 December 2024 sets the current one. Mental and behavioural disorders sit outside the basic compulsory medical insurance programme.
Regional budgets fund primary and specialised primary care for those conditions instead. The programme covers counselling by a medical psychologist on a referral from the treating doctor. It limits that to named groups, among them people under dispensary observation and women during pregnancy.
Paid medical services follow separate rules, approved by Government Decree No 736 of 11 May 2023.

Who is allowed to practise
In Russia, the psychotherapist title is a medical one. Only medical doctors with specialist training are licensed as psychotherapists by the Ministry of Health. Ask whether a practitioner is a medically licensed specialist or a non-medical psychologist: under Russian rules those are different things, and only the first carries a medical licence.
