What therapy costs in Romania
In Romania a psychologist does not contract with the health insurance house. Psychological work is treated as a service connected to the medical act. Hotararea 521/2023 puts clinical psychology, counselling and psychotherapy inside contracts held by specialist doctors.
Psychiatry and child psychiatry are among the specialties that can hold them. Payment is a tariff per service expressed in points. Casa Nationala de Asigurari de Sanatate calculates the set value of a point. That value is the same across the country.
A person reaches a clinical specialty on a bilet de trimitere written by the family doctor.

Who is allowed to practise
Romania regulates psychology and medicine through two statutory bodies. Psychologists answer to the Colegiul Psihologilor din România, which records right-to-practise levels running from practicant under supervision through to specialist and principal, so the level tells you how autonomously a practitioner may work.
Doctors, psychiatrists among them, are held by a separate body that publishes a public national register. For a doctor you can check a registration on the Colegiul Medicilor din România register. The register is held by Colegiul Psihologilor din România (CPR).
Check that the name and title match and that the entry is current. If they do not, ask the practitioner why. Legea 213/2004 lists psihoterapia among the activities of a psiholog cu drept de liberă practică.
A Romanian psihoterapeut is therefore checked as a psychologist at a stated practice level, not under a title of its own.
