Health professions in the United Arab Emirates are licensed by a health authority. There is a federal authority, and there are authorities for individual emirates. Dubai licenses health professions under its own executive council decree.
Federal Law No. 6 of 2023 governs practice by professionals other than physicians and pharmacists. It applies across the State, free zones included. Federal Law No. 10 of 2023 governs mental health. Fees at the federal Emirates Health Services facilities are not set by each hospital.

Who registers therapists in the United Arab Emirates
Licensing in the United Arab Emirates runs by emirate rather than nationally, so the answer depends on where your therapist practises. In Dubai, clinical psychologists, psychotherapists and psychiatrists hold a licence from the Dubai Health Authority, and you can look a practitioner up on its Sheryan service.
For a social worker or a social counsellor in Dubai, start from the Community Development Authority. In Abu Dhabi, psychologists, counsellors and psychiatrists are licensed by the Department of Health.
A licence from one emirate is not a licence in another. The Emirates' unified qualification requirements license psychologist and specialized psychologist, with the speciality named on the licence. In Dubai an application for the plain title psychologist goes to the Community Development Authority rather than the Health Authority.
