Ukraine buys health care in packages, under its national medical programme. Each package sets out what a person receives without paying. The national health service contracts facilities and pays them a tariff for the work.
Some packages are treated as priorities and paid at a higher tariff. Psychological help is on that list. Most of the programme opens through a declaration with a primary care doctor. An electronic referral is not needed to consult a psychiatrist or a psychologist.

Registration and licensing
In Ukraine, the Ministry of Health holds the titles a listing is most likely to carry: medical psychologist, clinical psychologist, psychiatrist and psychotherapist. The registry records that these titles became strictly regulated in 2025, with authorisation running through the National Commission on Mental Health, so a practitioner's authorisation is a live question rather than a settled one.
The ministry is where the licensing register sits. You can start from the Ministry of Health of Ukraine. Ukraine's Ministry of Health separates the three titles by training: a psychiatrist (психіатр) holds a higher medical education and may prescribe, while a psychologist (психолог) may not.
A psychotherapist (психотерапевт) may come from a medical or a humanities education and does not prescribe.
