What therapy costs in Ukraine
Ukraine buys health care in packages, under its national medical programme. Each package sets out what a person receives without paying. The national health service contracts facilities and pays them a tariff for the work.
Some packages are treated as priorities and paid at a higher tariff. Psychological help is on that list. Most of the programme opens through a declaration with a primary care doctor. An electronic referral is not needed to consult a psychiatrist or a psychologist.

Registration and licensing
In Ukraine, the Ministry of Health holds the titles a listing is most likely to carry: medical psychologist, clinical psychologist, psychiatrist and psychotherapist. Under a 2025 law (No. 4223-IX), the National Commission on Mental Health certifies psychologists, and self-regulatory bodies certify psychotherapists.
For the first six years, certification is voluntary. The ministry is where the licensing register sits. You can start from the Ministry of Health of Ukraine. Ukraine's Ministry of Health separates the three titles by training: a psychiatrist (психіатр) holds a higher medical education and may prescribe, while a psychologist (психолог) may not.
A psychotherapist (психотерапевт) may come from a medical or a humanities education and does not prescribe.
