Uganda's Mental Health Act, Chapter 308, sets charges for one group of people only. The Minister may prescribe the charges for admitting and treating people not ordinarily resident in Uganda. The Mental Health Advisory Board is consulted first. That is the whole of the Act's fee provision.
For everyone else the Act sets out care and treatment for mental illness at primary health centres. A mental health unit is a building the Minister appoints for admission, treatment and care. The Act names no charge for a person who lives in Uganda.

Registration and licensing
Uganda's Ministry of Health names four statutory health professional councils. It lists the cadres each of them registers. Psychology and counselling are not among those lists. We could not source a Ugandan body that registers either profession.
There are membership associations for counsellors in Uganda. A membership list is a different thing from a register the state stands behind. Ask what training the practitioner completed, what title they use, and whether they hold a registration anywhere. Then ask to see it.
