Oman sets the charges for treatment in public facilities by ministerial decision. Ministerial Decision 126/2023 issued the schedule now in force. It covers the health centres, health complexes and hospitals that belong to the Ministry of Health. Those facilities must provide treatment services to citizens and residents alike.
The regulation names the categories that receive treatment free, and Omani nationals are the first of them. Collecting a fee must not obstruct treatment of an emergency. The regulation replaced Ministerial Decision 55/2009. See how to think about the cost of therapy.
Registration and licensing
Oman licenses health practitioners centrally. Its Ministry of Health has a registration and licensing directorate. That directorate registers and lists practitioners in medicine, nursing, pharmacy and allied health.
No Omani official source we read says whether psychology sits inside that scope. So ask a practitioner directly whether they hold a Ministry of Health licence in Oman, and in which category. Then ask to see it.
