Ecuador's constitution makes public state health services free at every level of care. The Ministry of Health quotes article 362 to that effect. First-level health centres are listed by province on the ministry's own site.
A tariff governs payment between providers inside the system. It is called the Tarifario de Prestaciones para el Sistema Nacional de Salud. The tariff sets what public institutions recognise between themselves and with private providers. Its values are a ceiling, not a price a patient is asked for.

Who is allowed to practise
In Ecuador, health titles are registered by the Agencia de Aseguramiento de la Calidad de los Servicios de Salud, the government agency known as ACESS. Its register covers the clinical psychologist and the psychiatrist, which are the titles an Ecuadorian listing most often carries.
What the agency records is the registration of a title, so it answers a qualification question rather than a question about how someone works. You can open the ACESS registration lookup. Ecuador's Ley Orgánica de Salud Mental counts a psychology graduate as a mental health professional where the training included supervised patient work.
Someone whose psychology training did not include supervised patient work may work in promotion and prevention under its article 47, not in treatment.
