Sweden's licence is called the legitimation, and the National Board of Health and Welfare issues it. The titles it protects are the licensed psychologist and the licensed psychotherapist, so a Swedish listing carrying either is making a claim a register can settle rather than a description of a way of working.
A practitioner holding the licence also falls under the health and social care inspectorate's supervision, which is part of what the licence means. Ask which of the two licences a practitioner holds.
