In Sri Lanka the register to check depends on the title. Psychiatrists are medical doctors and appear on the Sri Lanka Medical Council's register of medical practitioners.
Clinical psychologists register with the SLMC as allied health professionals, and that register is searchable on the council's site. For counsellors, psychotherapists and psychologists outside the clinical register there is no statutory register, so the check is their qualifications and any SLMC registration they claim.

Therapy fees in Sri Lanka are set by each practice, so what a psychologist, counsellor or psychiatrist charges depends on their qualifications, the length of the session and where they work. Therapists generally set what they charge with their own cost of living in mind, and fees tend to track local income levels. If the fee is beyond your means, ask whether the therapist works on a sliding scale based on income, and look at counselling through non-profit organisations and any assistance programme your workplace runs.
