Rwanda's Ministry of Health sets the tariffs for health services. Ministerial Instruction number 20/0001 of 23/06/2025 covers public, subsidised and private facilities. It lists a mental healthcare clinic among the licensed primary healthcare categories.
The Ministry and the National Health Insurance Council audit facilities for compliance with those tariffs. The instruction also schedules a comprehensive review before the tariffs are carried on. Community-based health insurance, called Mutuelle de Sante, is a solidarity scheme for people on low incomes.
Prime Minister's Order N 034/01 of 13/01/2020 sets the contribution deducted from an employee's salary.
