In the Netherlands the state healthcare register is the BIG-register. It is kept under the Individual Healthcare Professions Act. The plain word psycholoog is not a protected title, but gezondheidszorgpsycholoog and psychotherapeut are, and a person may work under one of those titles only if the register carries them.
Registration also puts a practitioner under Dutch disciplinary law. The register therefore answers a conduct question as well as a qualification one. You can look up a practitioner in the BIG-register.
