Who is allowed to practise
In Lebanon the Ministry of Public Health issues the licence to practise psychology. The Lebanese Order of Psychologists registers licensed psychologists as members. Law 8/2017 regulates two kinds of psychologist, clinical and educational, and each needs that licence.
Law 254/2022 defines a psychotherapist as a licensed clinical psychologist with recognised psychotherapy training. The ministry publishes the list of licensed clinical psychologists, so the list covers psychotherapists too, but not educational psychologists.
A psychiatrist is licensed as a doctor, so the list does not answer for one of those either. You can open the Ministry of Public Health list of licensed clinical psychologists. Search the register by name at Lebanese Order of Psychologists (LOPsy).
Check that the name and title match and that the entry is current. If they do not, ask the practitioner why. Circular 113 covers two licensed professions, the clinical psychologist and the educational psychologist, and asks a holder to display the licence. Neither licence allows prescribing, which the circular reserves to doctors.
