Indonesia's national scheme starts a person at the first-level facility they are registered with. That rule is in Perpres 82 of 2018, and it holds except in an emergency. In practice the puskesmas screens and refers onward.

About half of Indonesia's puskesmas could deliver mental health care, on the Ministry of Health's 2022 count. There is a statutory tariff, Permenkes 3 of 2023, but it sets what facilities are paid under the scheme. It does not set what a private practice may charge.

Indonesia's legal authority for psychology is HIMPSI, the Himpunan Psikologi Indonesia. A psychologist practising here should hold two things: a professional title certificate, the Sertifikat Sebutan Psikolog, and a current practice permit, the SIPP.
