In the public system, specialist care is reached on a referral from a person's chosen primary care doctor. The referral is called an uputnica. One route needs neither a referral nor a health card. The county public health institutes run free mental health counselling, up to ten sessions.

Croatia regulates psychology and medicine through separate statutory chambers. The Hrvatska Psihološka Komora holds psychologists, where the regulated designation used professionally is ovlašteni psiholog, the authorised psychologist.

Doctors, psychiatrists among them, answer to the Hrvatska liječnička Komora, which handles practice authorisation through its own licensing and registration processes. The title a practitioner has given you decides which chamber answers for them, so start from the title rather than from the profession you assume.

Search the registers by name at Hrvatska liječnička Komora (HLK) or Hrvatska Psihološka Komora (HPK). Check that the name and title match and that the entry is current. If they do not, ask the practitioner why.

The Zakon o djelatnosti psihoterapije (Narodne novine 18/2022) reserves psychotherapy to an ovlašteni psihoterapeut or an ovlašteni savjetodavni terapeut. Each sits in its own register at the Hrvatska komora psihoterapeuta (HKPT), not at the psychologists' or the doctors' chamber.
