In Colombia, a psychologist practises on a Professional Card, the Tarjeta Profesional, issued under law by the Colegio Colombiano de Psicólogos. Without that card a psychologist cannot lawfully practise in the country, which makes the card the practical thing to ask about rather than a qualification described in general terms. The college runs a public card-verification service, and asking a practitioner for the number that service takes is reasonable.
You can start from the Colpsic card verification service. Verify with Colegio Colombiano de Psicólogos (Tribunales Deontológicos) (Colpsic).
