Uruguay put mental health services into its national catalogue of covered care by Decreto 305/011. Every integral provider in the national system must deliver them to the people enrolled with it. The same decree says how they are paid for.
The money comes from the increase in the cuota salud and, where they apply, from tasas moderadoras. Those charges are determined by the Poder Ejecutivo. Ley 19.529 organises mental health care by level of complexity and prioritises the first level.

Who registers therapists in Uruguay
The 1999 law on the practice of psychology sets who may practise. It asks for a licenciado en psicología degree, or its equivalent. That degree must come from the Universidad de la República, or another university the state has authorised.
The law then requires every psychology professional to register the qualification with the Ministry of Public Health. Infotítulos is the ministry's public consultation of those records. Psychologists are one of the professions it covers by name.
