Two things decide what a Norwegian pays a psychologist. The first is a referral, from a doctor, a psychologist or a child welfare officer. The second is the psychologist's own arrangement with the state.

Covered work is billed against a national tariff set by regulation, Forskrift 2020-06-18-1262. A psychologist without a funding contract with the regional health authority falls outside it. The patient then pays the whole cost.

In Norway the check is a single national one. The Directorate of Health runs the health personnel registry, and a psychologist practising lawfully holds an authorisation recorded there against a personal registry number.

Asking for that number is an ordinary request rather than a pointed one, and it is the question the registry exists to answer. For a counselling or therapy title held outside the authorised health professions, this registry is not the check that answers.

You can look up a psychologist in the Helsepersonellregisteret. Section 48 of the health personnel act lists psykolog, and neither psykoterapeut nor terapeut is on it, so neither carries an authorisation.

Section 74 stops anyone without one from using the title or otherwise giving that impression.
