Clinical psychologists in Nepal register with the Nepal Health Professional Council, and the NHPC Act makes that registration a legal requirement to practise. The council publishes no register you can search online, so ask a practitioner for their NHPC registration rather than looking it up. Counsellors and psychosocial counsellors have no national register; much of Nepal's counselling is delivered by NGO-trained psychosocial workers working to international guidelines rather than under a licence.
