Mexico reformed its General Health Law in May 2022. The reform moves mental health care into general services. It is to be delivered from the first level of care and from general hospitals, on a community model.

For people without social security, IMSS-Bienestar delivers it. It calls its services public, universal and free. There is also a national network of Centros de Integracion Juvenil, with units across the country. It charges a recovery fee, set by a social assessment. Someone who cannot pay is still seen. Its work began with substance use and now covers other mental health conditions too.

Mexico's definitive check is a government register rather than a professional body's list. The Registro Nacional de Profesionistas, held by the Secretaría de Educación Pública, records the Cédula Profesional that a licenciado en psicología or a medical specialist in psychiatry must hold to practise under that title.

Ask for the cédula number and verify it against the register, rather than taking the degree as described. The cédula is issued separately for the licenciatura and for a master's or speciality, so ask which a practitioner holds.

A graduate obtains it after registering their degree, and it has the effect of a licence to practise. Offering professional services without the title is an offence under the Ley Reglamentaria del Artículo 5o Constitucional.
