In Belarus the mental health titles are medical ones. The health ministry treats the psychiatrist, the psychotherapist and the clinical psychologist as licensed medical roles, alongside the specialist in addiction medicine, and a state medical licence is required to practise under any of them.
The question worth asking is therefore whether a practitioner holds that state licence, because under Belarusian rules the title and the licence are the same claim. A non-medical counselling title sits outside this arrangement.
