Brunei's Ministry of Health publishes a scheme of charges for its own facilities. Registration is charged apart from treatment, and the ministry revises the rates from time to time. Which identity card a person holds decides whether they pay at all.
Citizens and stateless permanent residents are exempted at government facilities, and on referral outside them. Psychiatry runs from RIPAS Hospital, with wards, clinics and visiting clinics at health centres.
The Clinical and Community Psychology Services work by referral. A public or private clinic or hospital can write it.

Who registers therapists in Brunei
Brunei regulates psychology inside its allied health regime. The Ministry of Health's Allied Health Professions Council governs a fixed list of professions. Clinical psychologist and psychologist appear on that list by name.
Registration with the Council is therefore what allows the work. The Ministry publishes the list of professions it covers. It does not publish a register the public can search. So ask a practitioner whether they hold Council registration in Brunei.
