A helpline is a place to talk to someone when you are struggling, before or instead of a crisis. If you are not in Monaco, the worldwide list is organised by country.
What you share is kept private in almost all cases; if a counsellor believes a life is in immediate danger, they may arrange urgent help. What each service costs is set out beside it below, where the service publishes it.

No official Monaco page names one, and no line published for a neighbouring country states that it answers calls from the Principality for this purpose. What Monaco does have, and what this page lists, is the psychiatry service of its public hospital, reached in a crisis through the emergency department, and two helplines that each serve a stated group: one for people experiencing violence, one a working-hours listening and guidance service inside the government's social services. That is a gap in what is available, not a reason to face this alone: the hospital's doors are open at any hour. Readers outside Monaco will find lines for their own country on the worldwide list.

Monaco publishes its emergency numbers on its government sites, and each is given here with what it is for.
Fire and ambulance: 18, or the European number 112
The fire service's own site says: "En cas d'urgence veuillez composer le 18 ou le 112" ("In an emergency please dial 18 or 112"). In Monaco the Corps des Sapeurs-Pompiers (fire service) runs the ambulances, which is why the ambulance route is through these numbers.

Doctors on call, out of hours: 116 117
The government health portal lists this as "Doctors on Call – Monaco", answered daily from 7pm to 7am. It is a medical on-call route, not a mental-health line.
The CHPG psychiatry service, reached via the emergency department
The Service de Psychiatrie (psychiatry service) of the Centre Hospitalier Princesse Grace is the mental-health service of Monaco's public hospital. In the service's own words, it "propose une prise en charge de l'ensemble des troubles mentaux" ("offers care for the full range of mental disorders"). Its own page lists inpatient units, specialised outpatient consultations, a liaison psychiatry team, a day hospital, an expert bipolar centre, a mobile adolescents team, and a Cellule d'Urgence Médico-Psychologique (medico-psychological emergency unit).
This is a hospital service, not a helpline. In a crisis, the route to it is the hospital's emergency department, which is open at any hour and which you can telephone first if you want to.

39 19, for people experiencing violence
39 19 is a helpline for people experiencing violence. The Monaco Government's own page states: "Identical to the French hotline number, 39 19 redirects calls from the Principality to the Assistance for Victims of Criminal Offences Association (AVIP), which informs victims of everything they need to know."
In the government's words, "This hotline provides discreet access to information regardless of the type of violence involved, including rape and sexual violence, domestic violence, sexual harassment and workplace violence." It is scoped to violence, and it is an information-and-orientation line rather than an emotional-support or suicide-prevention line.

DASO, the government's listening and guidance service
The Direction de l'Action et de l'Aide Sociales (Department of Social Welfare and Social Services, DASO) is the government's social-services department. Its own page says: "The DASO is open on all working days from 9.30 am to 5 pm and can respond to this type of situation by listening to your problems and offering the relevant advice." Its team includes, in its own words, "social assistants, specialised educators, psychologists and advisors on economic, social and family matters", and two of its social workers "can speak to you in English".
It is a working-hours listening and guidance service inside government, not a crisis line, and it is not open around the clock.

While you are waiting to be answered
A line that is open can still be busy, and two of the services above keep office hours. If you are waiting, try to stay with someone you trust, or ask someone to sit with you until the call connects.
If you have anything near you that you could use to harm yourself, put it somewhere harder to reach, or ask someone else to hold it for you. Distance and time both help.
If waiting is not possible, dial 18 or 112, or go to the hospital's emergency department. You do not need an appointment and you do not need to explain yourself well.
If you are worried about someone else
Ask them directly. Asking someone whether they are thinking of suicide does not put the idea there, and it often comes as a relief to be asked plainly.
Listen more than you advise. You do not need the right words, and you are not expected to fix anything.
If they are willing, offer to sit with them while they call one of the numbers above, or to make the call together. If they are in immediate danger, treat it as you would any medical emergency.
Supporting someone through this is heavy, and it is reasonable to want support of your own. DASO's listening service is open to you on working days as well.
