1. PSYCHOLOGIST (General Scope)

Definition: Rendering psychological services involving application of psychological knowledge, principles, methods and procedures of understanding, predicting, ameliorating or influencing behaviour, affect or cognition. 

Specialisation Areas:

  • Industrial Organisational Psychology
  • Community Psychology
  • Health Psychology
  • Military Psychology
  • Corrections Psychology
  • Child and Family Psychology
  • Applied Behaviour Analysis
Education Requirements:
  • Minimum: Master's degree in Psychology from an accredited institution
  • Practicum: Board-approved practicum/internship (1,500 hours supervised practice)
  • Competency: Evidence-based psychology interventions

 

2. CLINICAL PSYCHOLOGIST

Scope of Practice: Assist individuals and families with emotional, mental, developmental, or behavioural problems using psychological assessment, formulation, diagnosis, and therapeutic interventions. 

Education Requirements:

  • Minimum: Master's degree in Psychology from an accredited institution
  • Specialisation: Accredited Postgraduate Diploma in Clinical Psychology
  • Practicum: Board-approved practicum/internship (1,500 hours supervised practice)
  • Focus: Clinical assessment, diagnosis, and treatment

 

3. COUNSELLING PSYCHOLOGIST

Scope of Practice: Assist individuals and families with personal, social, educational, and vocational functioning using psychological assessments, interventions, and preventative approaches. 

Education Requirements:

  • Minimum: Master's degree in Psychology from accredited institution
  • Specialisation: Accredited Postgraduate Diploma in Counselling Psychology
  • Practicum: Board-approved practicum/internship (1,500 hours supervised practice)
  • Focus: Counselling and preventative interventions

 

4. EDUCATIONAL PSYCHOLOGIST

Scope of Practice: Assist individuals and families with learning, academic performance, behavioural, social, and emotional development using psychological and educational assessments and interventions.

Education Requirements:

  • Minimum: Master's degree in Psychology from accredited institution
  • Specialisation: Accredited Postgraduate Diploma in Educational Psychology
  • Practicum: Board-approved practicum/internship (1,500 hours supervised practice)
  • Focus: Educational and developmental assessments

 

5. NEUROPSYCHOLOGIST

Scope of Practice: Rehabilitate people with brain injuries or neurological conditions by applying scientific understanding of brain-neuropsychological function relationships. 

Education Requirements:

  • Minimum: Master's degree in Psychology from accredited institution
  • Specialisation: Accredited Postgraduate Diploma in Neuropsychology
  • Practicum: Board-approved practicum/internship (minimum 1,500 hours supervised practice)
  • Focus: Neurological rehabilitation and assessment

 

6. INTERN PSYCHOLOGIST

Scope of Practice: Enrolled in a New Zealand-accredited university programme and practising under supervision. 

Requirements:

  • Enrolled in an accredited New Zealand psychology programme
  • Under direct supervision
  • Programme-dependent requirements

 

7. TRAINEE PSYCHOLOGIST

Scope of Practice: Employees of the Department of Corrections or the Defence Service enrolled in in-house training programmes. 

Requirements:

  • Employment with the Department of Corrections or Defence Service
  • Enrolled in approved in-house training programme
  • Programme-dependent requirements

 

Other Mental Health Professionals

PSYCHOTHERAPISTS

Regulatory Authority: Psychotherapists Board of Aotearoa New Zealand (PBANZ)

Scope of Practice Restrictions

Legal Requirement: Section 8 of HPCA Act 2003 prohibits practitioners from working outside their registered scope of practice. 

 

Psychologists Cannot:

  • Prescribe medication (unless also medical doctor)
  • Practice outside their registered scope
  • Use protected titles without registration
  • Provide services requiring different scope registration

 

Continuing Competence Requirements

Annual Requirements:
  • Maintain current Annual Practising Certificate (APC)
  • Complete continuing professional development activities
  • Participate in professional supervision (where required)
  • Maintain professional indemnity insurance
Recertification Process:
  • Annual APC renewal required
  • Declaration of continuing competence
  • Evidence of professional development activities
  • Payment of annual fees

 

Disciplinary Framework

Professional Conduct Committee (PCC):
  • Investigates complaints about registered psychologists
  • Determines if professional misconduct occurred
  • Imposes appropriate sanctions
Health Practitioners Disciplinary Tribunal (HPDT):
  • Hears serious cases referred by PCC
  • Has power to suspend or cancel registration
